How Pakistan's ministries and departments can deliver the 50,000 AI civic projects target: a procurement playbook

Pakistan's National AI Policy 2025 commits to 50,000 AI-driven civic projects within five years. That target will reach every ministry, provincial department, regulator and city government as a mandate — and most of them have never procured AI. Here is a playbook from a team that has delivered generative AI inside UN and federal environments.

What the target really asks of you

Approved by the federal cabinet on 30 July 2025, the National AI Policy 2025 sets out 50,000 AI-driven civic projects and 1,000 local AI products in five years, one million trained AI professionals by 2030, and an AI Council with a master plan and action matrix to oversee delivery. For a department head, "civic project" will be interpreted broadly — anything that uses AI to deliver a public service faster, cheaper or more accurately. The practical question is not whether to do one, but how to do one that survives contact with real data, real permissions and a real audit.

Civic use cases that work first

  1. Citizen service assistants. Answer questions about forms, fees, eligibility and processes — in Urdu and English, on WhatsApp and the web — grounded only in approved rules, with a citation and an escalation path. Seconds instead of days, 24/7.
  2. Policy and document intelligence. Compare a new regulation with existing law or an international convention, summarise case files, find the clause. See the gap-analysis use case.
  3. Caseworker co-pilots in the CRM. Summarise histories, draft replies for review, triage and prioritise — inside the system you already own.
  4. Natural-language reporting. "How many applications were approved in Sindh last quarter?" answered from a governed data layer, with the query shown for audit.
  5. Document processing. Applications, permits and KYC forms extracted with confidence scores and human review, as in our intake pipeline work.

Data governance to write into the tender

  • Residency and hosting: which cloud region or on-premise environment, and who holds the keys. Google Cloud, Azure and AWS have regions in the Gulf and India; fully on-premise is possible and we have delivered it.
  • No training on government data — in the contract, not a slide.
  • Permission fidelity: the assistant must respect existing access controls per user and per document.
  • Citations and audit trail: every answer traceable; every query logged and exportable.
  • Evaluation set as a deliverable: real questions with correct answers, accuracy and decline rates reported before go-live.
  • Handover: documentation, runbooks and training so your own team can operate it.

Procurement models that fit the rules

Three models work within public procurement practice: a fixed-scope pilot with a named outcome and price, which de-risks the decision before any platform commitment; a fixed-scope project with milestones once requirements are clear; and a dedicated team or staff augmentation for evolving programmes. Our government page describes all three, and the federal agencies case study shows a wave-based delivery that kept citizen services running throughout.

Why government pilots stall — and how not to

  1. Demo data. Ten clean PDFs are not the corpus; scanned, mixed-language, inconsistent documents are. Pilot on real data.
  2. No owner. Name the official who owns the outcome and the content.
  3. Security review at the end. Map controls to your framework before the build, with your assessors in the room.
  4. No measure. Time-to-answer, citation accuracy, cases processed — pick them before week one.
  5. Vendor lock-in. Insist on owning the code, prompts, evaluation sets and documentation.

Choosing a vendor

Prefer teams that are registered and accountable in Pakistan (SECP, FBR and PSEB), led by people with recognised delivery and security credentials, and able to show governed AI in production — anonymised if necessary. 1 Sol meets all three; our UN agency and international organisation programmes are the evidence, and we work from NASTP in Karachi.

FAQ

What counts as an AI-driven civic project under the National AI Policy 2025?

The policy does not publish a narrow definition; in practice any use of AI that improves a public service — citizen assistants, document intelligence, caseworker co-pilots, reporting, document processing — will be counted. The useful test is whether it measurably reduces time or error in a named service.

Can a government department keep its data in Pakistan?

Yes, with on-premise deployment, which 1 Sol has delivered for government environments. Cloud options with regions in the Gulf and India are available where the regulator permits; residency should be specified in the tender.

How should a department procure an AI pilot?

As a fixed-scope engagement with a named outcome, a price, an evaluation set and a handover as deliverables — then scale through a fixed-scope project or a dedicated team once the pilot has proven itself.

Is 1 Sol registered to work with government in Pakistan?

1 Sol Digital Services (SMC-Private) Limited is registered with SECP and FBR and is a PSEB-registered IT exporter, with offices at NASTP Silicon Valley and Malir Cantt in Karachi and in Stoke-on-Trent, UK.
